It is quite clear that he considers himself Governor of Illegal Aliens, rather than the legal citizens of Illinois.

From what I can see He is a walking , talking, poster child for Misfeasance, Malfeasance, and Nonfeasance. and in a righteous world, he would be a head boy in a Philippine Brothel rather than Governor of Illinois.

Please don't feed the Moderators, people food makes them cranky and hard to manage!
